While visiting the year 2015, Doc Brown reads in USA Today that Marty Jr. is arrested. In order to protect Marty's kids he brings Marty back to the future to prevent the arrest. In doing so, Marty has a run-in with Biff's grandson Griff, similar to the skate board encounter in 1955. This ends with Griff and his gang arrested instead of Marty Jr.
Both newspapers consist of many made-up articles front and back. All stories are identical except for the cover story which is specific for each time sequence. The headlines and articles match up with the paper show on-screen and on the publicity stills shown here. 
Doc and Marty watch as the paper changes from "Youth Jailed" to "Gang Jailed." In the background of this scene you can see a USA Today hover camera taking the picture of Griff's Gang being dragged out of the court house.
